No, you need to be born a sorcerer. There are sorcerer clans, but some of those bloodlines have thinned and not many sorcerers are born into those families anymore.

I came from a normal family though. As far as I know, sometimes in the smaller towns people don't even realize they're sorcerers because there aren't as many cursed spirits.
